Kapil Dev Aggarwal is a Bharatiya Janata Party leader and a three-time Member of the Uttar Pradesh Legislative Assembly from Muzaffarnagar. He serves as Minister of State (Independent Charge) for Vocational Education, Skill Development & Entrepreneurship in the Government of Uttar Pradesh.
Guided by the Advaita ideal of universal well-being, he regards politics as an instrument of social and economic change — not a pursuit of power. In a democracy, leaders are chosen from among the people to carry their voice into government; that duty shapes his public life.
Raised in a modest Muzaffarnagar household, he joined the RSS shakha early and grew through organisational responsibility — from Mukhya Shikshak to Zila Baudhik Pramukh — shaping programmes and cadre work at the district level.
After contesting the 2002 Assembly election, he continued ground work within the party and among citizens. In 2006 he was elected Chairman of the Muzaffarnagar Municipality, driving civic initiatives including the city’s first solid-waste management project.
When the Muzaffarnagar seat fell vacant mid-term, the party fielded him in the 2016 bye-election. Voters returned him in 2017 and again in 2022 — a repeated mandate across three Assemblies.
On 21 August 2019 he took oath as Minister of State (Independent Charge). Under Chief Minister Yogi Adityanath, he holds Vocational Education, Skill Development & Entrepreneurship — focusing on training that leads to jobs and self-employment.
